Description of user roles on the ViiBE interface: Manager

Each ViiBE account has a role in the system that is associated with a default set of permissions. An account may have additional permissions, if requested.
Here is a description of the role:
- Managers have permission to manage all information related to operators under their authority. The manager can create new users and individualise their profiles. In addition, a manager can initiate both internal and external calls.
